If Chelsea wanted to go on to a UEFA competition, they would need to adhere to UEFA’s PSR regulations. If Chelsea wins this week’s Carabao Cup against Liverpool and moves on to the Europa Conference League, they will have to adhere to UEFA’s PSR requirements.

UEFA regulations are significantly more stringent than Premier League regulations. Regulations from UEFA limit the total amount of losses you can incur to £68.5 million ($86 million). The Londoners may elect not to play in Europe the next season as a result of those financial penalties for defeats.
